Creation Protocol


CICCOPN – Centro de Formação Profissional da Indústria da Construção Civil e Obras Públicas do Norte (Vocational Training Centre for the Building and Public Works Industry of the North) - was created on July 24th, 1981 by a protocol established between Instituto do Emprego e Formação Profissional (Portuguese Employment and Vocational Training Institute) and AICCOPN – Associação dos Industriais da Construção Civil e Obras Públicas (Association of the Building and Public Works Industrialists).

Our Mission


CICCOPN's mission is the promotion of vocational training aimed at developing the human resources of the Building and Public Works sector. Its principal addressees are the workers from AICCOPN-associated companies and all candidates wishing to embrace a profession within this sector.
In a strict commitment to this goal for over twenty-five years, CICCOPN organizes training actions aimed at Young people, Workers and Unemployed by promoting the integration in the labour market and the improvement of technical skills and knowledge, focusing on the companies’ real training needs in terms of recruitment of new professionals and also on the expectations of all those wanting to increase and certify their qualifications as a way of responding to the high level of competitiveness of an ever more global Building sector. With identical commitment, CICCOPN provides workers with the opportunity to access multiple Continuous Training actions aimed at professional adjustment, recycling, development and specialization, driven by the purpose of lifelong learning.
CICCOPN’s training offer seeks to minimize the existing gaps in the Building and Public Works sector in terms of training, educational levels and certification, so as to overcome qualification deficits through an adequately-structured intervention.
The challenge of double certification opened up new perspectives for vocational certification enriched by school equivalence. This new path led to widespread adjustments in the nature, goals and addressees defined for CICCOPN's activity and stimulated this Centre to define new professional settings and profiles while at the same time privileging the increment in education.
CICCOPN is a New Opportunities Centre (Centro Novas Oportunidades - CNO) and thus a privileged access point for hundreds of adults seeking the validation and certification of the skills acquired throughout their lifetime experience.
By delegation of the Portuguese Employment and Vocational Training Institute, CICCOPN is also one of the certifying entities responsible for evaluating professional skills and for issuing Certificates of Professional Competence (CPC) to those involved in the professions already certified within the sector.

The Future...


The development of the human potential of those who work or wish to enter the Building and Public Works sector is therefore the main concern of our Centre. The feedback obtained in the different areas of intervention and the general recognition of our work by the companies and by most other agents involved, not only constitute an incentive to the prosecution of our activities but also justify the commitment of everyone at CICCOPN in investing in the future of this sector.
